Section 411.183 of the Texas Government Code addresses this question. Assuming it is not revoked or suspended, a CHL expires on the first birthday of the license holder occurring after the fourth anniversary of the date of issue. §411.183
Renewals are for four years.
A duplicate license expires on the date the CHL it duplicates would have expired.
A modified license expires on the date the license that was modified would have expired.
Please note that from 1996 to 2000, the DPS was allowed to issue staggered license expiration dates, some of which may have been for as little as two years.
